Shipping and Ports Operations & Management Expert

Mr. Ben Owusu-Mensah is a maritime transport management and operations specialist with over 40 years’ experience in the industry. He has extensive experience in the maritime sector, across shipping management, port operations and management, maritime regulation, and coastal zone management. He is currently the Managing Consultant of Benom Consult. In this role, he provides advisory services to Port Authorities in West Africa in port operation and management, port reforms and concessions.. Mr. Owusu-Mensah started his maritime career in shipping and worked with the State Shipping Corporation of Ghana (Black Star Line) for 14 years, and served as Director General of the Ghana Ports & Harbours Authority (2001-2009). Prior to that he worked briefly with the International Maritime Organisation as The Regional Coordinator for West & Central Africa. (1999-2001).
He holds a first degree in Economics, (University of Ghana, 1976) a Post Graduate Diploma in Ports & Shipping Economics (Arab Maritime Transport Academy, Egypt, 1981), MSC in Maritime Administration (World Maritime University, Sweden, 1985), and a Master in Business Administration (MBA, Cardiff Business School, Wales UK, 1999). He also holds Diplomas in Ports & Shipping Economics and Coastal Zone Management. He is a Fellow of The Chartered Institute of Logistics & Transport, UK, and The Chairman of The Ghana Chamber of Shipping. He has served as Member of Technical Cooperation Committee of The International Maritime Organisation (London), and also a Member of the Board of Governors of The World Maritime University, Sweden.

Port Operations and Container Handling Specialist

Mr. Kuzagbe worked in the Operations Department of Ghana Ports & Harbours Authority for a period of 32 years in the Operations Departments of Tema Port and Takoradi Port rising to the position of Port Operations Manager . In Tema Port, after the construction of the dedicated container Terminal he was appointed the Container Terminal Manager till he joined the Consortium now operating the Terminal (MPS) in 2007. He joined Benom Consult as Port Operations and Container Handling Specialist, and in March 2013 was seconded to National Port Authority of Liberia as Port Operations Consultant for a period of 13 months.
He received several technical and professional training abroad in Great Britain (UK), Singapore, Malaysia and Antwerp in Belgium and in Ghana's senior management training institution (Ghana Institute of Management and Public Administration), Accra. He has a Professional Qualifying Diploma of Chartered Institute of Logistics and Transport (CILT), UK, and is a Fellow of the Chartered Institute of Logistics and Transport ,UK (FCILT) .

Director/Shipping & Port Operations Specialist

He started his career in the maritime transport sector in 1976 as an employee of the State Shipping Corporation of Ghana (Black Star Line), and worked in the Commercial Department in various positions until 1998 when he joined Atlantic Port Services, a stevedoring company in Ghana's Ports as Chief Manager Operations. He worked in this position until 2007 when he joined the Meridien Port Services (MPS), the container terminal operator in Tema Port as the Operations Shift Manager till 2014 when he retired. He is currently engaged as the Yard Operations Consultant to MPS and also a Shipping & Ports Operations Consultant with Benom Consult.
He has a Post Graduate Diploma in Ports & Shipping Management from the Norwegian Shipping Academy, Oslo, Norway. He is a Member of the Chartered Institute of Shipbrokers, and also a Member of the Institute of Transport Administration.

Maritime Legislation Expert, and Marine Insurance and Claims Specialist

Mr A. G Buabeng is a Maritime Lawyer by Profession. He holds a Bachelor of Laws Degree from the University of Ghana, which he obtained in 1968. He was called to the Bar of Ghana in October 1969. After a stint with the then Ghana Commercial Bank he left for London and attended the London School of Economics and Political Science where he embarked upon the University of London’s Master of Laws (LLM) degree in the 1971-72 academic year. Mr Buabeng passed his LLM Examination in November 1972 specialising in Marine Insurance, Carriage of Goods by Sea, Maritime Law and the Laws of Taxation. Mr Buabeng in 1973 was appointed a Lecturer in Law in what is now University of West London. On his return in Ghana in 1976 he was initially appointed Assistant Solicitor Secretary, later Solicitor Secretary of the State Shipping Corporation, trading as Black Star Line. Mr Buabeng has extensive experience in Marine Insurance, Carriage of Goods by Sea, Maritime Law and Law of the Sea having worked in Papua New Guinea as a Marine Legal Expert for the Government of Papua New Guinea under the Commonwealth Secretariat’s CFTC Scheme for 6 years.
Since March 1999, Mr Buabeng has been consulting for International maritime Organisation (IMO), the UN specialised Agency in charge of shipping. He has consulted for the organisation in more than 20 countries including Vietnam, South Africa, Kenya, Ghana, Sierra Leone, The Gambia, Liberia, Malawi, Nigeria Zambia, Zanzibar, Tanzania, Eritrea, Somalia Ethiopia, etc.
Mr. Buabeng also lectured on part-time basis, in Insurance Law at The Ghana Law School from 1978 – 2015. His knowledge of Marine Insurance, Carriage of Goods by Sea, Maritime Law is unrivalled. Mr. Buabeng has always been a Resource Person in the Annual Maritime Law Seminars for the Judges of Superior Courts of Ghana. The Seminars have been published in the “Compendium” by The Ghana Shippers’ Authority, which organised the Seminars in conjunction with the Judicial Training Institute. .

Maritime Law Expert

Dr. Mbiah is a Barrister at Law. He holds a Masters in Marine Management, (M.M.M.) from Dalhousie University, Canada, a Master of Laws, (LL.M.), from the IMO International Maritime Law Institute (IMLI) Malta. In 2005 he obtained a Masters in Business Administration from the Ghana Institute of Management and Public Administration. Dr Mbiah obtained his PhD from the World Maritime University in 2011.
He started his working career at Ghana Shippers Authority in 1982 as an Assistant Legal Officer and rose through the ranks by dint of hard work to become the Chief Executive Officer in 1999. During the period of his tenure, Dr Mbiah acted as a resource person at numerous local and international fora to articulate issues relating to the protection of the interest of shippers including matters relating to insurance in the maritime domain.
Dr Mbiah also served as Chairman of the Legal Committee of the International Maritime Organisation (IMO) from 2010 to 2017. From 2006 , Dr.Mbiah has been at various times a visiting professor at the World Maritime and Lund Universities in Malmo, Sweden and the IMO International Maritime Law Institute(IMLI) Malta. He has also presented papers at the Maritime Law Seminars for Judges of the Superior Courts of Ghana, Nigeria and Kenya. He has also presented papers at the Ibero American Maritime Law Institute (IIDM) and the Comite Maritime Internationale (CMI). Dr Mbiah has a wealth of experience in the area of Maritime law with a deep practical insight into the application of the law to real life situations.

Maritime Education Specialist/Ship Operations Specialist

Captain Aaron Turkson is a Maritime Education Specialist / Technical Ship Operations Expert with over 40 year experience within the maritime Industry. He has extensive experience in shipping operations, Port/ Channel Dredging Operations and Maritime Education and Training. Captain Turkson is currently a director and consultant with Refast Consulting Ltd, providing various consulting services in marine operations, marine education and training, Quality Assurance and environmental studies.
Captain Turkson started his i5 year sea going carrier as a deck officer with the State Shipping Company (Black Star Line) and went to work with the Niger Line UK Ltd. (Nigerian National Shipping Line). Islamic Republic of Iran Shipping Line and Ethiopian National Shipping Line. He also worked with the Nigerian Ports Authority as a dredging consultant before finally retiring to join the Regional Maritime University as a lecturer in the Nautical Department. He headed various Academic Departments at the University and was appointed Rector in January 2000. He finally retired as Rector of the University in Feb. 2015. Captain Turkson is Master Mariner and holds UK Class 1 Deck Officer Certificate of Competency from College of South Tynside, South Shields UK. His also hold an MSc degree in Technical Ship management from the World Maritime University, Malmo. Sweden. He is a Nautical Examiner and Surveyor of Ships for the Ghana Maritime Administration and also a ships Inspector for the Bureau of Maritime Affairs, Republic of Liberia. He is an external examiner for the Regional Maritime University Accra and the Graduate School, University of Ghana. He is a fellow of the Ghana Institute of Marine Surveyors. .
